The Mozambican Government has approved an emergency mechanism that will allow state-owned oil company PETROMOC to mobilise up to US$50 million for fuel imports during a crisis. The measure was established through Council of Ministers Resolution No. 65/2026, approved on 7 July 2026, providing the legal framework for PETROMOC to access the funds and support emergency fuel imports and national supply.

PETROMOC Gets Emergency Import Mandate

Under the new mechanism, PETROMOC will serve as the state entity responsible for mobilising financing for fuel imports when a crisis threatens national supply. The facility is intended to give the government a defined mechanism for securing fuel when normal supply arrangements face disruption.

The measure is focused on maintaining fuel availability and supporting the continuity of supply across Mozambique. It also gives PETROMOC a formal mandate to manage the financing and related import activities within the limits established by the resolution. For fuel distributors, logistics companies and other businesses operating in Mozambique’s energy supply chain, the mechanism creates a formal government-backed framework for responding to fuel supply disruptions.

Resolution Sets Legal Framework

Resolution No. 65/2026, adopted on 7 July, establishes the legal basis for the emergency facility and sets the maximum amount PETROMOC can mobilise at US$50 million. The government has therefore moved from an ad hoc response to a defined mechanism for dealing with potential fuel supply emergencies. PETROMOC’s role covers the mobilisation of funds for imports, with the broader objective of maintaining national fuel supply during periods of crisis. The facility adds another instrument to Mozambique’s energy security framework by giving the government a clear financial and operational mechanism for responding when fuel availability is at risk.
